Since Highland Vista was developed by Chester Swan in 1930, the roads, or the lack thereof, have been a constant concern. Original owners drove through the woods until they could go no further. Then with gear in hand, they walked to their camps. When roads were finally cleared for better access, each part of the road was individually owned by the resident who lived there. Today, the roads are owned by everyone who lives here. That's why we have the North Highland Lake Road Association (NHLRA). The Association has the right to maintain, improve and monitor the existing road system within the stipulations of the By-Laws and other approved actions by the Association members.

Our Mission

The NHLRA's mission is to assess the condition of the roads, determine overall costs and repairs, establish priorities on road conservation, and identify potential problem sites that impact water quality, cause safety concerns, inhibit property values and create nuisance issues. The NHLRA's main goal is to keep good roads in good shape (preventive maintenance) and establish a separate budget (or request a temporary increase) to reconstruct roads in poor condition. The amount and type of use a road receives will determine how often grading should be done. With these goals in mind, the NHLRA's overall role is to facilitate the maintenance of our roads to the benefit of all residents and/or owner members.
